Carla Niño, Assistant Hospital Administrator, LA County Department of Health Services * ValleyCare, and Past President, California State PTA
Esther Rosario, Director of Health and Social Services, Riverbank School District
Leticia Alejandrez, Executive Director, California Family Resource Association
Parents and families are important stakeholders in efforts to increase children's access to health services where kids are -- in schools. This session will present school health center best practices and resources for parent and family engagement, including partnering with other service providers such as Family Resource Centers, collaborating with existing parent groups such as PTAs, and engaging families to participate in school health services needs assessments and start-up efforts.
The Roadmap to Starting a School Health Center
Laura Brey, Director of Training, National Assembly on School-Based Health Care (NASBHC)
Samantha Blackburn, Field and Technical Assistance Director, California School Health Centers Association (CSHC)
Interested in starting a school health center but not sure where to begin? Bring your local team to this workshop to learn about the start-up process, including building partnerships, assessing need, identifying funding, and developing a plan to get services started. Two new resources will be showcased: CSHC's guidebook on how to start a school health center, and NASBHC's “Roadmap,” an online tool to help you on your journey from the early stages of considering a school health center through the first year or two of operations.
Integrating the School Community: Innovative Approaches to School-based Mental Health Services
Michelle Lawson, MSW, Mental Health Specialist, California Department of Mental Health
Bertha MacDonald, MPA, Mental Health Specialist, California Department of Mental Health
Rebecca O'Brien, Gilroy Unified School District
Randall Ramirez, LCSW, MFT, Chief Clinical Officer, Rebekah Children's Services
The passage of the Mental Health Services Act (MHSA) and the development of the proposed guidelines for Prevention and Early Intervention (PEI) provide opportunities for school districts, community providers, and other stakeholders to collaborate with county mental health departments to develop PEI services for school-aged children and youth. This workshop will provide an overview of the MHSA PEI component, as well as an update on the Student Mental Health Initiative. In addition, representatives from a school district and their partner community-based mental health provider will share recommendations for how to build a well-integrated, comprehensive school mental health program, including how to create a strong interagency collaborative that leverages both agencies’ funding/reimbursement streams, outlines scope of practice/roles, and accommodates the specific needs of individual schools within a district.

Navigating HIPAA and FERPA: Confidentiality and information sharing in school health and mental health services
Rebecca Gudeman, Senior Attorney, National Center for Youth Law.
All school health providers must adhere to a set of confidentiality laws as stated in both the Health Insurance Portability and Accountability Act (HIPAA) and the Family Educational Rights and Privacy Act (FERPA). While both FERPA and HIPAA were enacted to protect the privacy of students/young people accessing health services, these laws pose challenges to communication efforts across education and health systems. In this session, we identify how to develop better communication systems, encourage information sharing within HIPAA/FERPA guidelines, and identify areas for collaboration to strengthen partnerships for improved outcomes for youth.
Show Me the Money: How the Los Angeles Unified School District is Taking Advantage of “Joint Use” Agreements to Finance Health Services in Schools.
Pam Wagner, RN, Coordinator, LA Trust for Children's Health.
John DiCecco, Director, Community Partners and Medi-Cal Programs, LAUSD
The passage of various state and local school bond measures have provided a unique opportunity for school districts to build school clinics and provide mobile van infrastructure (pads, electricity, water and sewage) without dipping into the general fund educational dollars. Learn how LAUSD has earmarked millions of dollars for expansion and development of new school health services by utilizing the in-kind service delivery by community partners to match bond dollars for capital outlay.
